Dated January 8th, 2007, and titled, in part, “Procedures Used by the National Security Agency for Targeting Non-United States Persons,” this document was leaked by former NSA employee Edward Snowden, and shows FISA judges signed off on broad orders that allowed the NSA to use data ‘inadvertently’ collected on domestic communications within the United States, and on United States citizens, without a warrant.
